Quest and price checks
Guild creation requires a Guild Manager and completion of the guild-creation quest. The starter pack includes Roles of a Guild Master for the fast quest.
The pinned server analysis sets the founding charge at 2,000,000 gold. A conflicting client prompt contains 20,000,000; the approved guide value follows the server evidence, not that prompt.
